Liverpool FC's existing 45,000 capacity stadium is tightly constrained by existing terraced housing and incapable of expansion without major impact on local residents. The club needs to increase capacity to raise revenue and remain competitive with other large clubs in England and Europe; they identified a potential development site in the adjacent historic park.
We carried out a sequential assessment to demonstrate that there are no alternative sites in Liverpool capable of accommodating the development and delivering the wide-ranging regeneration benefits of the Stanley Park scheme.
Working closely with the City Council, English Heritage, the local community and public funders, the scheme evolved to encompass a range of proposals including a new community partnership centre and enhanced sport and recreation facilities. Commercial development is proposed to be built on the site of the existing stadium.
Despite being located on an area of allocated public open space in a registered historic landscape, the proposals gained the support of English Heritage, CABE and the city council. The application was not called in by Government Office.
Permission has been granted for two alternative schemes, each capable of implementation up to 2011. Work is currently on-going for a further application to increase capacity to 73,000.
